Joe Van Kuiken is a dedicated community leader with a proven history of service in government administration and social programs. SAPD First Responder of the Year Award
The SAPD First Responder of the Year Award was given to an officer recognized by the community as someone who has demonstrated true caring service towards others while standing up, and sometimes in harms way for the needs of the community.
Jairo Sanchez and his partner Frank Tapia organized the first-ever fundraiser for the children of District 5. Officers Sanchez and Tapia coordinated a 5K run/walk and health fair to collect backpacks and school supplies for local schools. Working with SAPOA, SAPD, and numerous city organizations and local vendors, they created a groundbreaking initiative that will continue to benefit the community for years to come.

City Problem Solver School Educator of the Year Award
The City Problem Solver School Educator of the Year Award was presented to a school educator who has shown dedication to their students and community, helping them grow and succeed in meaningful ways. This award honors someone who motivates students to be engaged learners and thoughtful citizens who strive to make a positive impact in the world around them.
Dr. Miele is an Associate Professor of English at the University of the Incarnate Word, where he teaches and researches early modern British literature, the environmental humanities, and issues of social and environmental justice. He also leads the university’s interdisciplinary Sustainability Studies program and chairs the Sustainability Advisory Board. Among his many accomplishments, he was named a 2023 USDA E. Kika de la Garza Fellow, recognizing his work to strengthen partnerships between Hispanic-Serving Institutions and the USDA.

The Community Engagement Leadership Award is an award given to community leaders that are helping their communities in some important and needed way that sets a good example of how we can all give help to support our communities, and one another.
The Animal Defense League began operating in 1923 as an initiative aimed to support children, companion animals, and working animals. It later became an organization with a mission to prevent animal cruelty. Over the years, their mission has expanded from providing basic shelter and care to finding permanent homes for thousands of dogs, cats, puppies, and kittens annually, and provides medical treatment, nutrition, and shelter in a safe, live-release facility until they are matched with their forever families.

Why is it important to be, and what does it mean to be a city problem solver?
A city problem solver doesn’t sit around complaining, they do things. Like helping people, house the houseless, sanitize polluted areas, and much more. Every city has problems, problem solvers need to work together to fix them. In San Antonio, two big problems are traffic and lots of construction. This can make people frustrated, and late for school and work. There are orange cones, blocked roads, and long lines of cars everywhere. But instead of complaining to a city, a city problem solver is someone who notices a problem and tries to think of a solution. Even kids can do this! For example, when I see traffic getting really bad, I think of ways to help. If more people could walk or bike short distances instead of driving, it will help reduce traffic and less pollution will be made. Construction is important for the city to have less bumpy roads and easy driving. When construction slows things down, people get upset about traffic or noise. Listening to them can help them feel better. Helping others stay calm is part of solving problems too. When more people in San Antonio try to solve problems instead of ignoring them, the whole city becomes a better place. That’s why I want to be a City Problem Solver by providing kind words and calm people. These ideas might seem small, but small ideas can turn into big solutions.

The Importance of Determination, Risk Tolerance, and Generosity
I think some of the most important qualities in a person are determination, risk tolerance, and generosity because a person who has all these qualities will be well on their way to living a happy, successful and fulfilled life. These are the people who make changes in the world.
As Winston Churchill once said in his Harrow School Speech, ““This is the lesson: never give in, never give in, never, never, never, never — in nothing great or small…” Determination is important because if you are willing to do whatever it takes to reach a goal, then no one, no thing or no circumstance can stop you from succeeding. And when you have succeeded, you feel satisfied; a satisfied person creates positivity in the world.
Being willing to take risks opens up new possibilities. When you take a risk, you are overcoming challenges. Taking risks on a regular basis will make you a stronger, more resilient person.
While being satisfied, strong, and resilient are important, they mean little without generosity. Generosity makes you feel connected to others. Generosity with your time, resources, support, and gifts allows you to help others achieve what is important to them. The more you give your time to other people and make them feel like you care about them, the more willingly they will follow you and your ideas.
Determination, risk tolerance, and generosity are qualities that make great leaders. Great leaders impact society in a positive way. I truly believe that developing these qualities in each of us will make a better future for us all.

The Most Important Qualities
In my view, perseverance and ambition are some of the most vital qualities a person can possess. Without perseverance, it is easy to fail in one’s ambitions. Without ambition, there is nothing to strive for, and with nothing to strive for, life can feel dull and meaningless. That is why you must have a goal in life, whether it’s becoming the CEO of a multinational company or starting a small, profitable business.
But your ambitions should not be based on what most view as grand; they should be based on what you naturally excel at. Proverbs 18:16 says, “A man’s gift makes room for him and brings him before the great.” This verse tells us of the importance of doing what you love and what you are gifted at, but ambition alone will not make you succeed: perseverance is crucial.
Galatians 6:9 says, “Let us not grow weary of doing good, for in due season we will reap, if we do not give up.” Not only does this verse say to endure the hard times, but also to be perseverant in the good you do. When you do good, others are sure to see it and believe in you, and they may aid you in achieving your goal. Not only will they see your goal, but they may become inspired by your determination to attain your goals.
And so, this is my view on why perseverance in realizing your ambitions and goals in life is important. It’s about giving all you have into a vision and committing until you see it become reality.

Retired First Sergeant John Tamez honorably served 25 years in the U.S. Army, rising to Senior Maintenance Supervisor while completing assignments across the U.S., Europe, and Korea. After retiring in 2018, he moved into civilian leadership roles in maintenance, technical operations, and safety, including work with Republic Services, T5 Data Center, and a deployment to Kuwait as a Safety and Occupational Health Specialist. He now serves as the ASMIS 2.0 Safety Manager for the U.S. Army Medical Command and continues advancing his education in occupational safety, all while enjoying family life with his wife, Megan, and their two daughters.

Why is it important to be, and what does it mean to be a city problem solver?
A city problem solver doesn’t sit around complaining, they do things. Like helping people, house the houseless, sanitize polluted areas, and much more. Every city has problems, problem solvers need to work together to fix them. In San Antonio, two big problems are traffic and lots of construction. This can make people frustrated, and late for school and work. There are orange cones, blocked roads, and long lines of cars everywhere. But instead of complaining to a city, a city problem solver is someone who notices a problem and tries to think of a solution. Even kids can do this! For example, when I see traffic getting really bad, I think of ways to help. If more people could walk or bike short distances instead of driving, it will help reduce traffic and less pollution will be made. Construction is important for the city to have less bumpy roads and easy driving. When construction slows things down, people get upset about traffic or noise. Listening to them can help them feel better. Helping others stay calm is part of solving problems too. When more people in San Antonio try to solve problems instead of ignoring them, the whole city becomes a better place. That’s why I want to be a City Problem Solver by providing kind words and calm people. These ideas might seem small, but small ideas can turn into big solutions.

The Importance of Determination, Risk Tolerance, and Generosity
I think some of the most important qualities in a person are determination, risk tolerance, and generosity because a person who has all these qualities will be well on their way to living a happy, successful and fulfilled life. These are the people who make changes in the world.
As Winston Churchill once said in his Harrow School Speech, ““This is the lesson: never give in, never give in, never, never, never, never — in nothing great or small…” Determination is important because if you are willing to do whatever it takes to reach a goal, then no one, no thing or no circumstance can stop you from succeeding. And when you have succeeded, you feel satisfied; a satisfied person creates positivity in the world.
Being willing to take risks opens up new possibilities. When you take a risk, you are overcoming challenges. Taking risks on a regular basis will make you a stronger, more resilient person.
While being satisfied, strong, and resilient are important, they mean little without generosity. Generosity makes you feel connected to others. Generosity with your time, resources, support, and gifts allows you to help others achieve what is important to them. The more you give your time to other people and make them feel like you care about them, the more willingly they will follow you and your ideas.
Determination, risk tolerance, and generosity are qualities that make great leaders. Great leaders impact society in a positive way. I truly believe that developing these qualities in each of us will make a better future for us all.

The Most Important Qualities
In my view, perseverance and ambition are some of the most vital qualities a person can possess. Without perseverance, it is easy to fail in one’s ambitions. Without ambition, there is nothing to strive for, and with nothing to strive for, life can feel dull and meaningless. That is why you must have a goal in life, whether it’s becoming the CEO of a multinational company or starting a small, profitable business.
But your ambitions should not be based on what most view as grand; they should be based on what you naturally excel at. Proverbs 18:16 says, “A man’s gift makes room for him and brings him before the great.” This verse tells us of the importance of doing what you love and what you are gifted at, but ambition alone will not make you succeed: perseverance is crucial.
Galatians 6:9 says, “Let us not grow weary of doing good, for in due season we will reap, if we do not give up.” Not only does this verse say to endure the hard times, but also to be perseverant in the good you do. When you do good, others are sure to see it and believe in you, and they may aid you in achieving your goal. Not only will they see your goal, but they may become inspired by your determination to attain your goals.
And so, this is my view on why perseverance in realizing your ambitions and goals in life is important. It’s about giving all you have into a vision and committing until you see it become reality.

Joel V. Pope
Joel V. Pope is a San Antonio Police Officer assigned to the Chief’s Office Community Engagement Unit, where his work centers on building meaningful community relationships that strengthen police legitimacy and promote procedural justice. With 28 years of law enforcement experience, Joel has spent much of his career developing data-driven training programs focused on realistic scenario-based instruction, stress control, performance psychology, and officer wellness. He is a published author in the field, a local, state, and federal certified police instructor, and a consultant for both the U.S. Department of Justice and the International Association of Chiefs of Police, supporting agencies nationwide and internationally. Joel’s leadership in officer health and performance recovery has helped position the San Antonio Police Department as a national model for mental health and wellness initiatives, while his continued engagement with community and youth organizations reflects his commitment to serving both officers and the community they protect.

Aferdita Kolonja serves as President of Phi Sigma Pi National Honor Fraternity and is actively involved with UTSA Voices. She leads volunteer initiatives across San Antonio, partnering with numerous nonprofits and community service organizations to make a meaningful impact in the community.
SAPD First Responder of the Year Award
Zachary Scripter
Officer Zachary Scripter SAPD, while working a nearby school zone on his police motorcycle observed a large plume of smoke in the sky coming from the neighborhood. He quickly rode his motorcycle to the location of the smoke and determined the front of 5111 Prince Valliant was on fire. The dispatcher was immediately notified, and Officer Scripter began to assess whether there were any occupants inside the residence. While walking the perimeter of the location, Windcrest Police Officer Chelsea Brooks #130 also arrived on scene and eventually determined there was an occupant inside the garage. Officer Scripter ran towards the garage and both officers along with bystanders began communicating with the occupant inside later determined to be Mrs. Lydia Torres, a 76-year-old female. Due to the combination of the smoke and several large items in the pathway of the garage, Mrs. Torres was trapped inside. Officer Scripter immediately began to move the items including a large file cabinet and a dryer out of the pathway and Officer Brooks was able to grab Mrs. Torres and pull her towards the exit. Both officers were able to carry Mr. Torres to safety as the fire department arrived on scene. Mrs. Torres was eventually transported to the hospital as a precaution due to smoke inhalation. Officer Zachary Scripter exhibited extraordinary courage, skill, determination, which is responsible for saving Mr. Lydia Torres life.

Melvin Fitzgerald
Melvin is a member of the MIH PICC program and has worked for SAFD for over 50 years. The PICC program’s mission is to address the top 100 high utilizers resulting in emergency detentions due to behavioral health issues. At the age of 69, Melvin continues to work in the field with these difficult patients, ensuring that they receive proper care and necessary treatment. Melvin is often asked why he hasn’t retired and it is because he believes he is doing this work for the Lord and God has not told him he is finished just yet.

The San Antonio Police Officers’ Association (SAPOA) is an organization dedicated to supporting San Antonio Police Department officers by advocating for fair wages, benefits, and safe working conditions. Through legal guidance, training initiatives, and community partnerships, SAPOA plays a vital role in supporting officers and enhancing the quality of law enforcement services in San Antonio.

River Aid San Antonio is a 501(c)(3) nonprofit organization dedicated to promoting stewardship and protection of the San Antonio River Basin through community engagement and volunteer‑driven environmental efforts. The group organizes numerous watershed cleanups throughout the year, trains volunteers in water quality monitoring, and leads large citywide events like Basura Bash to remove trash and restore urban waterways, helping keep creeks and rivers cleaner and healthier for the community and local ecosystems.

Bexar Branches Alliance is a San Antonio–based nonprofit organization focused on urban forestry and environmental stewardship, dedicated to expanding and preserving the tree canopy throughout the Greater San Antonio region. Robert “Abe” Abraham is a longtime San Antonio community leader and volunteer known for his active involvement in local civic and public safety initiatives. Cities are dynamic ecosystems where different populations and economies converge. Urban centers face challenges, from traffic congestion to inequality, pollution, climate change, etc. As cities grow, so does the need for more solutions to the problems they start to develop. Being a city problem solver means more than just finding the immediate problems; it requires a combination of skills and a deep understanding of the city’s systems.
The role of a city problem solver is to find the issues facing urban environments by finding solutions that help the needs of people and the economy. This means identifying problems, researching the causes, and making solutions. This can range from urgent concerns, like public health crises, to long-term planning for urban growth. Urban problem solvers include professions such as urban planners, policymakers, architects, etc. Unlike problem-solving in other areas, city problem solving requires a different approach, as solving one problem usually impacts others.
For example, fixing homelessness needs more than just providing temporary shelter. It requires an understanding of the economic and social factors that lead to homelessness. A city problem solver can do that by working with other urban problem solvers to create a solution that goes over the causes and ensures long-term support. In this way, problem solving in cities requires a broad skill set and a deep understanding of multiple issues.
City problem solving is never the work of a single person alone. It requires a collaborative process. Working with residents, especially the ones from marginalized communities, is also important. Their input often provides valuable and useful insights into the real-world situations of policies and initiatives. A city problem solver must act as an initiator, bringing together these different perspectives to create solutions that are effective.
For example, when going over environmental issues like waste management or pollution, city problem solvers should have a range of stakeholders. Collaboration means that solutions are in the needs of the community while also being backed by those who understand the technical aspects of environmental management. Again, including residents, especially those from marginalized communities, is important, as their experiences can offer good insights to the potential challenges and successes.
Sustainability and long-term thinking is one of the biggest challenges for city problem solvers. Sustainability is central to the work of urban problem solvers. Urban areas consume large amounts of energy, produce large amounts of waste, and rely a lot on fossil fuels for transportation. Cities must adopt balanced ways to help the well-being of both current and future generations. This includes using renewable energy, adopting green infrastructure solutions, and transportation systems to prioritize public transit forms of transport like walking and cycling. That way, it will keep the well-being of current and future generations stable and healthy.
A city problem solver has to think more than short-term fixes and focus on long-term solutions that benefit future generations. This could involve making urban forests, parks, and green roofs, which provide environmental benefits. Urban sustainability also means fixing social issues such as poverty and inequality. The design of a city should make sure that all residents can have affordable housing, good education, and healthcare. City problem solvers must work to create urban spaces where people from all backgrounds can grow. This also requires policies that promote social equity. Sustainable cities are also resilient to future challenges, keeping the cities stable and balanced.
So what does it really mean to be a city problem solver? Being a city problem solver means a lot more than just fixing the problems that occur in urban environments. It requires a deeper level of the understanding of the complex systems that define cities. Whether working on issues related to transportation, or climate change, urban problem solvers play an important role in shaping the cities of the future. They ensure that cities remain vibrant and resilient in an inconsistent world.
